ISO 9001 is the norm that aims to spread the culture of standardization through a set of quality guidelines. These guidelines, that help companies meet quality requirements and meet customer needs, are also a strong ally of quality in public management.
The city of Pinhais, located in the metropolitan area of Curitiba in Paraná, is a pioneer in this area. The municipality was the first in Latin America to implement NBR ISO 18901, a preparatory standard for ISO 9001 certification.
The standard was implemented thanks to the Integrated Management System (SGI) developed to standardize the procedures performed and improve the population’s quality of life, which exceeds 100,000 inhabitants. The expectation is that Pinhais will attain ISO 9001 certification by 2020.
The implementation of ABNT NBR ISO 18091:2014, created exclusively for municipal governments, is being carried out in Pinhais under the coordination of the General Comptroller of the Municipality since March of 2015. The administration of a city the size of Pinhais is complex, with thousands of procedures and hundreds of processes to be defined, mapped, controlled and measured with systematic improvement indicators, underscoring the scale of the challenges involved in this initiative.
The Subcontroller of Standards and Management Information (CONIC) of Pinhais, Lincoln Américo de Souza Rodrigues, says that a voluntary and free consulting effort has already been carried out by professionals selected by the Brazilian Technical Standards Association (ABNT) itself, and that the technological tool used for this process was evaluated very positively by the institutions.
“ABNT and the ‘Observatório Social do Brasil’ favorably evaluated the use of SoftExpert Excellence Suite, a solution for Conformity Management and Organizational Excellence, which was used in Pinhais. Its application in pioneering initiatives such as the automation of the Process of Supplier Payments for suppliers of City Hall has already executed more than 30,000 processes,” Rodrigues affirms.
The management of all Plans implemented in the municipality, such as the Comprehensive Municipal Plan, Municipal Education Plan, Municipal Health Plan and several other sectoral plans is another strong point of the tool. As these are operationalized and integrated with the SGI and with the corporate e-mail of City Hall, directing activity execution alerts to each of the responsible individuals in an individualized way.
Several processes have already been designed and developed according to an automated flow to carry out the tasks pertinent to that routine. In order to do so, the whole set allows for the simple and friendly verification of the level of compliance of the activities performed in relation to the procedures that define these routines, providing data for both Quality Multipliers in the Municipal Secretariats and Internal Auditors, and as well for the Sector responsible for Quality.
